There is an extra YO on line 1 of the written instructions - ignore the first YO. The chart is fine.
Ostrich Plumes Triangle Shawl
The number of plain Knit stitiches between the edge and center YO's on rows 23, 27, and 31 should be 23,
27 and 31, respectively. The chart is fine.
